Overview

The Surveillance Technical Administrator is responsible for the coordination of all administrative and technical operations supporting the continuous functionality of all Seminole Tribal Gaming Commission Surveillance Departments. The incumbent in this position provides oversight of Surveillance Technicians across all Seminole Tribe of Florida Gaming properties. The individual assists with the hiring, training, and scheduling process to ensure operational efficiency. The incumbent ensures that all surveillance equipment is properly maintained, repaired, and upgraded in compliance with the Tribal Internal Control Standards (TICS), Seminole Tribal Gaming Code, the State of Florida Gaming Compact, and STGC-approved Policies & Procedures. The Surveillance Technical Administrator reports directly to the Senior Surveillance Manager of the Seminole Tribal Gaming Commission and is classified as an exempt position.

Responsibilities

• Serves as a liaison with external vendors and consultants for technical support, equipment procurement as directed by the Senior Surveillance Manager.


• Assists with employee evaluations, mentors team members, and provides technical guidance on industry best practices.


• Conducts site visits to evaluate surveillance system performance, interprets technical data, and identifies areas for improvement; escalates critical issues as necessary.


• Provides oversight of the design and implementation of surveillance systems, including camera layouts, cabling, digital storage, and supporting infrastructure, ensuring projects are completed on time and within budget.


• Monitors surveillance recording systems to ensure continuous and compliant video capture in accordance with regulatory and internal standards.


• Oversees installation, maintenance, and troubleshooting of all surveillance equipment, including digital systems, servers, encoders, cameras, and storage devices; escalate complex issues when necessary.


• Manages preventive maintenance schedules and ensures timely repair or replacement of damaged equipment to minimize operational downtime.

 

• Administers purchasing and capital expenditure budgets for surveillance equipment across all Seminole Tribe of Florida Gaming facilities. Reviews and approves purchase requests, processes contracts, and manages vendor relationships.


• Maintains oversight of surveillance equipment inventory and ensures routine audits of VMS systems and inventory are conducted monthly, as directed by the Senior Surveillance Manager.


• Oversees the video archiving process of all composite video files and collected data, across all surveillance departments, compliance with STGC retention policies and procedures.


• Collaborates with property Surveillance Management to assign projects, schedule work, and coordinate staff meetings, trainings, and events.


• Remains available on a 24/7 basis to provide technical guidance during equipment failures or surveillance emergencies.


• Ensures adherence with all STGC, STOF, and regulatory policies and procedures at all times.


• Performs additional related duties as assigned/required.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of Seminole Tribe of Florida history, culture and organization.
• Knowledge of National Indian Gaming Commission (NIGC) policies and regulations.
• In-depth knowledge of casino surveillance technology, digital recording systems, and programming of large camera matrix and surveillance digital systems.
• Knowledge of the principles, applications and physics of surveillance video network installation, analog and digital electronics, telephone systems, voice transmitters, vehicle tracking devices, video cameras, night vision systems, etc.
• Extensive knowledge of programming servers and digital recording systems.
• Extensive knowledge of certification class for large matrix systems, and Honeywell digital recording system certifications.
• Extensive knowledge of procedures and legal requirements in developing criminal cases for prosecution.
• Ability to analyze and interpret legal documents.

• Ability to prepare and provide evidence in court, if required.
• Ability to work independently.
• Ability to diagnose, analyze, and resolve complex technical problems under pressure.
• Ability to manage multiple projects, meet deadlines, and ensure compliance with regulatory standards.
• Strong interpersonal and communication skills; ability to train, guide, and support staff effectively.
• Ability to establish and maintain positive working relationships with staff, STOF and STGC officials, and the general public.
• Ability to serve the STOF, STGC, the general public and fellow employees with honesty and integrity in accordance with established rules and procedures.

 

MINIMUM QUALIFICATIONS
High school diploma or equivalent GED is required. Bachelor’s Degree in a related field is preferred. A minimum of five (5) years of experience in surveillance monitoring, camera installation, and maintenance of digital systems within a casino setting is required. Knowledge of camera recording requirements and programming of large camera matrix and surveillance digital systems is required. Knowledge of certification class for large matrix systems, and Dallmeier/Honeywell digital recording system certifications is preferred. Ability to meet standards established in order to obtain and maintain active the Employee Gaming License, is required. Must possess a valid Florida Driver’s License and be able to travel to all STOF Reservations and other locations as necessary. Must be able to work a flexible schedule including evenings, weekends and holidays. Due to the nature of the business, all applicants must be 21 years of age or older.


PHYSICAL DEMANDS
Physical strength and agility sufficient to perform the assigned duties. Capable of lifting and/or carrying 50 lbs. Considerable manipulative skill and dexterity (reaching, bending, turning, and squatting) is required to ensure the safe operation of the equipment and to safeguard nearby persons, property and moving traffic. Driving a company vehicle may be required.


WORKING CONDITIONS
Works between a clean, air-conditioned office environment, with little noise and the casino floor, with noise, lights, sound and smoke.
