Responsibilities

NATURE OF WORK
The Financial Clerk is responsible for monitoring the accounting and budgetary functions within the Seminole Tribal Gaming Commission (STGC). The individual reviews, analyzes and monitors and tracks the departmental fiscal/financial information and provides fiscal reports to the STGC management team regarding projected programs and objectives according to established budgetary procedures. The Financial Clerk assists in the preparation of fiscal reports including annual budget; processes reimbursements and invoices for all STGC operations; performs cost analysis reports related to existing and projected financial data. This position reports to the STGC Executive Director and is a non-exempt position

 

ILLUSTRATIVE TASKS

•  Reviews, analyzes and monitors departmental fiscal/financial information related to the STGC. This includes data entry, filing, and general maintenance of information.
•  Tracks expenses and ensures payments are in adherence with the approved budget. Monitors budget spreadsheets and maintains accurate documentation of all expenditures.
•  Assists in the preparation and presentation of fiscal reports including annual budget. Serves as Purchasing Agent for all divisions on all properties of the STGC. Creates Purchase Order Requisitions; receives invoices for payment of items and services, processes reimbursements. Provides department oversight of the STOF P- Card and Corporate/Travel Card program.
•  Provides assistance to department management in the formulation of departmental budget requests.
•  Analyzes and evaluates departmental budget requests. Gathers data and assists in the preparation of departmental budget requests for both mid-year and fiscal year budget. Attends budget meetings and presents fiscal data, as required and/or needed.

•   Monitors costs expenditure to ensure proper accounts units are utilized for the STGC. Ensures all cost expenses are within the approved budget. Monitors funding, reporting deadlines and ensures that all required information is delivered on a timely basis for all funding sources.
•  Communicates with departmental managers regarding purchase orders, expenditures, and budgetary expenses. Processes all STGC payment reimbursements and keeps accurate information (log) related to reimbursements from pending to payout.
•  Assists in reviewing and analyzing contract/services agreements of various natures, to forecast and determine fiscal impact of the implementation.
•  Assists in the development of financial/accounting concepts for financial planning and control. Recommends and assists in implementing accounting/financial departmental procedures. Monitors and ensures that employees are complying with policies and procedures.
•  Attends and participates in staff meetings and other meetings and activities as requested.
•  Attends all workshops and trainings as required.
•  Liaises between the STOF Purchasing Department, STOF Budget Department, STOF Accounts Payable and the STGC.
•  Adheres to all Seminole Tribe of Florida policies and procedures.
•  Performs additional related duties as assigned.

•  Knowledge of budgetary management and accounting principles, and procedures.
•  Knowledge of financial systems applications and methods.
•  Knowledge in the creation of ad hoc reports and benchmark reporting.
•  Knowledgeable in web-based services that are utilized for ordering supplies.
•  Possess analytical and problem-solving skills.
•  Ability to operate within established financial policies and procedures.
•  Ability to elicit cooperation from others.
•  Ability to prepare clear, comprehensive and accurate reports, working with a large database.
•  Ability to understand, interpret and apply complex regulations or procedures.

•  Ability to serve the STGC, public and fellow employees with honesty and integrity.
•  Possess strong interpersonal skills, with the ability to interact effectively with STOF and STGC employees, SGA employees, Vendors, State and Federal officials and others doing business with STGC

 

MINIMUM REQUIREMENTS
High School Diploma is required. A Bachelor’s Degree in a related field is preferred. A minimum of two (2) years of experience in Finance, Accounting, Business Analytics (BA) or related field is required. An equivalent combination of education and experience will be considered. Ability to meet standards established in order to obtain and maintain active the Employee Gaming License, is required. Strong ability to gather and interpret data from various sources is required. Knowledge in the creation of ad hoc reporting as well as benchmark reporting across different business units. Must be proficient in utilizing Microsoft software packages and databases, specifically Excel and PowerPoint. Must possess excellent written and verbal communication skills. The incumbent must be able to travel to all Seminole Tribe of Florida Reservations and facilities and to work a flexible schedule including evenings, weekends and holidays. Due to the nature of the business, all applicants must be 21 years of age or older.

 

PHYSICAL DEMANDS
While performing the duties of this job, the employee will be required to sit for long periods of time with a vast amount of computer work while in the office. When traveling to the reservations, duties may also include outdoor activity which may result in the individual being subjected to inclement weather. Must be capable of lifting, moving and/or carrying up to 50 lbs. Driving a company vehicle may be required

 

WORKING CONDITIONS
Typically works in a clean, air-conditioned office environment, with moderate noise. While in the field, may be exposed to the typical South Florida region weather conditions including heat, rain, dust and humidity. Incumbent is required to follow/adhere to all basic safety precautions.
